Sector Development

To facilitate coordinated development in Warriewood Valley, the area was divided into sectors. Sector masterplans are required to be produced by the applicant for approval by Council prior to the rezoning and development of each sector.

 

In 2010, Council reviewed the progress of development within Warriewood Valley and identified all the land not yet developed. This resulted in a revision of sectors, and such land was incorporated into the Warriewood Valley Planning Framework 2010.

 

The following provides the current status of each sector in Warriewood Valley:

 

Sector 1

Construction of mixed residential dwellings completed (Australand/Byrne & Associates/Landowners). *COMPLETED*

 

Sector 2

Construction of mixed residential dwellings completed (Australand). *COMPLETED*

 

Sectors 301, 302 and 303 (formerly Sector 3)

Rezoned to 2(f) "Urban Purposes - Mixed Residential" (LEP gazetted 30 May 2008). An Interim Transport Contribution ($17,000/lot created) is imposed by the NSW Goverrnment as part of any redevelopment in this sector.

 

Sector 501 (formerly Sector 5)
Rezoned to 2(f) "Urban Purposes - Mixed Residential" (LEP gazetted 16 July 2010). An Interim Transport Contribution ($17,000/lot created) is imposed by the NSW Government as part of any redevelopment in this sector.

 

Sector 6

Construction of Sector 6 (6 Jubilee Avenue) was approved by the Development Unit on 13 April 2006 subject to conditions including to reduce the height of part of the building (DA number N0738/04). *COMPLETED*

Construction of the remaining part of Sector 6 (8 Jubilee Avenue) (N0753/06 and CC0249/08) for the construction of 16 factory units over two levels with associated office space, landscaping and carparking was approved. *COMPLETED*

 

Sector 7
Rezoned to 3(e) "Office Business E" (LEP gazetted on 19 December 2008).

Construction of a commericial office industrial development (DA number N0391/10) was approved by the Joint Regional Planning Panel at its meeting of 19 January 2011. *COMPLETED*

 

Sector 8

Rezoned to 2(f) "Urban Purposes – Mixed Residential". The majority of the sector has been developed with the exception of 23B Macpherson Street (located on the corner of Macpherson and Garden Street), now known as Sector 801.

An amendment to the Pittwater Local Environmental Plan 1993 was gazetted on 5 March 2010 to permit "Neighbourhood Shop" and "Restaraunt" on 23B Macpherson Street.

 

Sector 901 (formerly Sector 9)

A masterplan and rezoning application was lodged on 9 December 2008. Council, in its preliminary assessment and undertaking non-statutory consultation, has identified a range of issues that will necessitate a revised masterplan to be submitted.

 

Sector 10

Subdivision and construction of mixed residential development (Stockland). The majority of the sector has been developed *COMPLETED* with the exception of 109 Orchard Street (now known as Sector 10B).

 

Sector 10A.1 and 10A.2 (formerly Sector 10A)

Not yet rezoned.

 

Sector 11

Medium density housing development (Australand). *COMPLETED*

 

Sector 12

Mixed residential development (CPG) in accordance with approved masterplan in progress. Subdivision of all lots registered. *COMPLETED*

 

Sector 20

Rezoned 2(f) "Urban Purposes - Mixed Residential" (LEP gazetted on 13 April 2006). Subdivision (Villaworld) creating total of 63 lots - 34 lots to be created in Stage 2 and 29 lots to be created in Stage 3. *COMPLETED*

 

Sewage Treatment Plant Buffer Areas

Following extensive consultation and negotiation, Sydney Water agreed to cap the Warriewood Sewage Treatment Plant. Buffer Areas 1,2 and 3 have been rezoned to 2(f) "Urban Purposes – Mixed Residential" (LEP gazetted on 21 July 2006). A sector masterplan was not developed for the Buffer Areas.

A Review of Environmental Factors has been submitted to Council by Sydney Water outlining their proposal to cap the STP. This REF was notified by Sydney Water to all landowners within 400m of the STP. The capping work is now complete.

 

Buffer Area 1 (now known as Buffer Areas 1a to 1m)

Development on this land is to incorporate the additional requirements and outcomes specifically developed for this land under the Pittwater 21 Development Control Plan. Individual applications are to be lodged for each property.

61 Warriewood Road (known as Buffer 1a) has had a DA approved for demolition, subdivision of the property into four torrens title lots, one residue lot, one public reserve, and the extension and dedication of Lorikeet Grove.

 

Buffer Area 2 (incorporating Buffer Area 2a)

The majority of Buffer Area 2 contains the Anglican Retirement Village complex, which is partially complete.

The remaining area - 4 Macpherson Street (now known as Buffer Area 2a) - is not part of the retirement village development, and at this stage no Development Application has been lodged.

 

Buffer Area 3 (now known as Buffer Area 3a and 3b)

14-18 Boondah Road (known as Buffer Area 3a) was declared a Major Project by the Department of Planning on 23 December 2009 under Part 3A of the Environmental Planning & Assessment Act 1979. The PAC approved the application with modifications on 18 January 2011. Information relating to the Major Project may be viewed via the Department of Planning & Infrastructure website.

At this stage no Development Application has been lodged for 5 and 7 Macpherson Street (known as Buffer Area 3b).
