Careel Bay Marina Appeal

The proposed upgrade and expansion of the Careel Bay Marina is classified as a State Significant Development and the consent authority for the application was the Minister for Planning.

On 14 February 2006, the Minister for Planning determined the Development Application by refusing consent for all aspects of the proposal.

On 2 February, the applicant, Austral Monsoon Industries Pty Ltd, lodged an appeal with the Land and Environment Court. Amended plans and supporting documentation have also been lodged. An exhibition of the amended plans and supporting documentation is now being undertaken.

Council objected to the proposal prior to the Minister refusing development consent and has now resolved to participate in the appeal.

Description of proposal

Austral Monsoon Industries Pty Ltd proposes to undertake the development in two physical stages, with Stage 1 being generally described as upgrade of the existing marina, and stage 2 being generally described as expansion of the marina to include new floating berths.

Stage 1 includes partial demolition of the existing Careel Boat Services marina and construction and use of new marina building and structures, including:

  • A single-storey building containing a workshop to suit boating maintenance repair operations, a marina shop, and a chandlery;

  • Construction and use of a two-storey building containing offices, a brokerage and a caretaker’s flat; and

  • Ancillary works, including a shiplift, concrete hardstand, timber wharf, work berths, stormwater management system, car parking, and landscaping.

Stage 2 includes the construction and operation of a 24-berth floating marina for craft of length up to 18 metres, including provisions of facilities for fuel, sewage pumpout and oily bilge pumpout, as well as ancillary services to berths such as water, power and lighting.

Exhibition

The amended plans and support documentation will be on exhibition from Friday 18 May 2007 to Monday 18 June 2007, during regular business hours at the following locations:

  • Pittwater Council - Avalon Customer Service Centre, 59A Barrenjoey Road Avalon

Submissions

The Department of Planning is inviting the general public to make written submissions on the amended plans. The Department has prepared a leaflet for the exhibition that provides information on how to make a submission.
