Newport Masterplan Project Stages
The following five stages were undertaken to complete the project:
- Stage 1 - Analysis
- Stage 2 - Setting the Vision
- Stage 3 - Development of Concept Options
- Stage 4 - Study Report
- Stage 5 - Council Exhibition
As part of Stage 2 of the project, HBO+EMTB undertook two consultation activities. First, a survey was sent to landowners within the Newport Village Commercial Centre, adjoining residential land owners, relevant government departments and agencies, community groups and interested people. The survey was also posted on Council’s website to enable the survey to be completed on line. See the results of the survey. Second, a community workshop took place at Newport Primary School on Wednesday March 7 from 7.00 – 9pm. Outcomes of the stakeholder workshop.
As part of Stage 3 of the project, HBO+EMTB prepared concept options. Two workshops were conducted to discuss the concept options with representatives from the Newport Residents Association, the Newport Chamber of Commerce, Council staff and five nominations from the wider community. The concept options were also provided online and the public were invited to comment on the concept options for consideration during the workshops. The first workshop was held on 19 April 2007 and the second workshop was held on 9 May 2007. Comments and suggestions made on the concept options during the workshops were used as a basis for the draft Masterplan.
In Stage 4 of the Masterplan process, the wider community was invited to attend a public meeting to provide further input. The meeting was held at the Royal Motor Yacht Club in Newport on 21 June 2007 at 7pm. At the meeting, the consultants presented key elements of the draft masterplan, including proposals for the future form and character of both the buildings and streetscape of the village centre. The presentation was followed by a question and answer session, and there was time to look over the presentation material and to fill in a feedback form. Comments made during the question and answer session and comments on the feedback forms, were considered by the consultants before the masterplan was completed.
Council considered a report on the masterplan at it meeting on 20 August 2007 and resolved that the Newport Masterplan, incorporating the Newport Mainstreet Concept Plan and amendments to Pittwater 21 Development Control Plan, be placed on public exhibition. The public exhibition was held from 1 September to 2 October 2007.The public exhibition represented the 5th and final stage of the masterplan process. The exhibition material can be viewed below.
On 5 November 2007, Council considered a report on the submissions received during the public exhibition and resolved to adopt the Newport Masterplan and the Newport Mainstreet Concept Plan as they were exhibited. Council also resolved to adopt the amendments to Pittwater 21 DCP with some minor changes. The amendments to Pittwater 21 DCP became effective on 3 December 2007.
