North Narrabeen Village Masterplan
The North Narrabeen Village Masterplan is part of the overall planning process for major retail centres in Pittwater
The purpose of the North Narrabeen Village Masterplan Project was to establish a holistic and integrated vision document for North Narrabeen Village Commercial Centre with the community. The Masterplan encompasses both the private and public domain. Council commissioned urban design consultants HBO+EMTB to prepare the Masterplan.
Community consultation was a key feature of the project. The community will be invited to participate to inform the consultants of their views and aspirations for the future development and character of the North Narrabeen Village Masterplan.
The Masterplan provides an urban design framework that aims to enhance the amenity and design quality of the centre, and to support social, economic and cultural activities. The Masterplan responds to flooding and traffic and parking constraints.
It is anticipated the North Narrabeen Village Masterplan will recommend amendments to Pittwater 21 DCP to provide a proper framework for upgrading the appearance and functionality of North Narrabeen Village shopping centre.

Analysis of base information
Formation meeting of Project Control Group (PCG). The PCG consists of Council staff and volunteer representatives of Narrabeen Lakes Chamber of Commerce, business owners and the local residents. The PCG meet regularly with the consultant to discuss project issues and review the material of the Masterplan.
The village Masterplan includes an investigation and review of the social, economic and environmental issues relevant to North Narrabeen which will result in the preparation of preliminary mapping of constraints and opportunities. These analysis diagrams include the setting and topography, view and vistas, zoning and land uses, flooding, urban form, building heights, streetscape character, the open space network, vehicle movement and parking, pedestrian movement and land ownership.
Stage 2 (completed)
Setting the vision and key strategies
As part of Stage 2 of the project, HBO+EMTB undertook two consultation activities. First, a survey was sent to landowners within the North Narrabeen Village Commercial Centre, adjoining residential land owners, relevant government departments and agencies, community groups and interested people. The survey was also posted on Council’s website to enable the survey to be completed on line.
Second, a community workshop took place at North Narrabeen High School on Tuesday 7 May 2008 from 7.00 – 9pm. The purpose of the meeting was to seek input from the community about what North Narrabeen means to them and what they would like it to become. These views form the future vision for the North Narrabeen Commercial Centre.
