Elanora Heights Village Centre Masterplan
The master planning process aims to develop a clear vision for the centre and high level principles that reflect the community’s values, while building on any unique characteristics and opportunities that exist. The masterplan should provide solutions to local issues and explain the desired outcomes of the planning controls both graphically and in text. The masterplan and its vision should be established through community consultation and provide a synthesis of views and directions collected from stakeholders.
Process to date
At its meeting on 15 August 2011, Council resolved to commence the process for preparing a masterplan for the Elanora Heights Village Centre.
Council held a public workshop on Wednesday the 12th October 2011, where local residents and business owners had the opportunity to work in groups to discuss their ideas on how to improve the centre. The consultants GM Urban Design & Architecture, who facilitated the workshop, have provided a Workshop Summary of responses from the members of the Community who participated on the night.
Given the substantial public interest in the master plan project, Council introduced a Masterplan Options Report at its meeting on 19 December 2011 to allow for further public participation at the early design stage. 31 submissions were received and a Summary of Submissions Report was prepared by the consultants.
Public Exhibition
Following the consideration of all submissions, the draft Elanora Heights Masterplan was reported back to Council on 16 April 2012. At the meeting, Council resolved to endorse the draft Elanora Heights Masterplan for public exhibition starting on Saturday 21 April and ending on Monday 21 May 2012.
This exhibition period will be the final chance for the community to make submissions on the Masterplan. Following public exhibition and consideration of submissions, it’s anticipated that the final Masterplan will be reported back to Council in June / July 2012 for adoption.
The draft Elanora Heights Masterplan and appendices can also be viewed via Council's documents on exhibition webpage and at the Council’s customer service centres and libraries at 1 Park Street, Mona Vale and at 59A Old Barrenjoey Road, Avalon or at www.pittwater.nsw.gov.au/exhibition. Submissions must be in writing and mailed to the General Manager, Pittwater Council, PO Box 882, Mona Vale NSW 1660 or emailed to pittwater_council@pittwater.nsw.gov.au.

Consultant Reports
To assist the master planning process for Elanora Heights, Council has commissioned two consultant reports to help inform the decision making process. A copy of the two reports can be accessed below.
- Consultant Report 1 - Examination of the demand for retail and commercial floor space in Elanora Heights (property consultants, Hill PDA)
- Consultant Report 2 - Assessment of the traffic impacts (traffic and transport planner, Ray Dowsett)
