The Special Rate Variation Works Program Community Advisory Committee

In June 2011 the Independent Pricing and Regulatory Tribunal (IPART) approved Pittwater Council’s application for a special rate variation.  This will result in an increase in rates over three years and will assist in generating a $38.9 million works program over ten years.

An important part of the Council’s agreement with IPART and the community to introduce the special rate variation is transparency and accountability. To meet these obligations the Council will:

  • Establish a Community Contract for the length of the rate variation period (10 years). The Contract sets out how the Council will spend the special rate variation on the community’s behalf.
  • Establish a Special Variation Community Advisory Committee to oversee the program of works. The committee will have up to six members of the Pittwater community.
  • Report to Council on 6 monthly basis
  • Report to the community through the Delivery Plan and other means such as Council’s website and the Pittwater Report residents newsletter.

Expression of Interest


The Council is now seeking community members interested in participating on the Community Advisory Committee.

Interested individuals will need to submit an Expression of Interest to be considered by a panel determining appointments.  This panel will include a Councillor.

Applications must be received by Friday 26 August 2011.

Terms of Reference


Membership

  • Councillors (3)
  • A maximum of 6 Community members
  • Director, Urban & Environmental Assets Division
  • Manager, Urban Infrastructure
  • Manager, Reserves Recreation and Building Services

Advisory Members

  • Manager, Corporate Strategy and Commercial
  • Manager, Natural Environment and Education
  • Manager, Catchment Management
  • Other Council staff as required

The Committee will be convened every six months and administered by the Manager of Urban Infrastructure.  Meetings will be chaired by a Councillor.  Secretariat support will be provided by the Administration and Governance Business Unit.

Purpose

  • To monitor the progress of works projects and the expenditure related to the works program as stated in the Community Contract
  • To inform Council about progress of the works program

Term of Appointment

The Committee will be appointed for a term of 3 years.

Community representatives may not delegate an alternative representative to attend in their place at meetings.
Council staff may appoint a delegate to attend in their place at meetings.

Quorum

A quorum shall exist when there is a majority of members attending including a Councillor.

Scope of powers and reporting

  • The Community Advisory Committee will report directly to Council following each meeting.
  • Council will decide on any matters relating to the delivery of the works program.
