Cities for Climate Protection Program
Cities for Climate Protection (CCP) is a global greenhouse gas reduction campaign of ICLEI (International Council for Local Environment Initiatives), delivering action in Australia, Asia, Europe and North and South America. The program uses a performance based milestone framework to recognise Council achievements at key stages.
Pittwater Council joined the Program in March 2000 and reached Milestone 5 in 2005-06
CCP Milestone Framework
| Action | Achieved | |
| Milestone 1 | Preparation of baseline greenhouse gas (GHG) emission inventories and forecasts for key sources of municipal greenhouse gas emissions such as council and community energy use, transportation, industry, buildings and waste management. | 2001-02 |
| Milestone 2 | The establishment of local greenhouse gas emission reduction targets | 2002-03 |
| Milestone 3 | Preparation and adoption of Local Action Plans, specifying the measures to be taken to achieve targets. | 2003-04 |
| Milestone 4 | Implementation of the Local Action Plan and quantification of benefits | |
| Milestone 5 | Monitor and report on greenhouse gas emissions and the impact of implemented measures | 2005-06 |
| CCP Plus | Ongoing GHG abatement program with a focus on the community sector |
Progress to date
Pittwater Council developed an initial inventoryof greenhouse gas emissions using data from 1995-06 as the reference year, and developed an emissions forecast to 2010 for key sources of greenhouse gases. Council also began recording the cost and consumption of energy and water for all of its operations.
In accordance with the Kyoto Protocol, greenhouse gas emission reduction goals are expressed in relation to the target year of 2010. Pittwater Council committed to a goal of 20% reduction from 1995 baseline levels for Corporate greenhouse gas emissions by 2010, and stablisation at 1995 levels by 2010 for the community sector.
Under the CCP Program, Councils develop a Local Action Plan that documents the projects that will be implemented to achieve adopted targets. The plans can vary in format, ranging from high level strategic documents to detailed work plans for community endorsed local action. Pittwater Council developed and adopted a Greenhouse Gas Emissions Reduction Strategy in May 2004. The plan included 50 Corporate and 9 Community actions for implementation.
