Community involvement in testing and monitoring water quality is a vital component to a cooperative and integrated approach towards environmental monitoring (Kinnison, 2003).
Community water quality monitoring programs aim to:

- Increase community involvement in water management decisions
- Encourage collaborate actions between the community and water resources managers
- Provide useful baseline data, results of community monitoring programs have indicated appropriate directions for further research (Pfueller, 1995 p29).
