Busking
Council permits the activity of busking within certain areas of Pittwater. Certain types of performances are not allowed and will not be approved (see conditions of permit).
There are several areas where buskers can perform. These are located within the commercial centres of Mona Vale, Newport and Avalon. Other areas may be considered on there merits.

How to apply for a Permit
Council requires a Busking Application Form (UEA321) to be completed to busk in the Pittwater Council area. Ensure that all information is provided. Submit the application form to Council. Council will then consider each application on its merits and as per guidelines set out in this document.
If the application is rejected:
The applicant will be advised in writing that the application is rejected. Private use of the footpath will not be permitted. Council rangers will fine illegal use of public areas.
If the application is approved:
Upon approval of application a letter and invoice will be sent. Total payment must be received before a Permit can be issued. If the payment has not been received within seven (7) days, the tentative booking will be cancelled. It is a requirement of Pittwater Council that prior to the issuing of a Busker Permit all applicants under the age of sixteen(16) years must have a Parent/Guardian sign and date the application.
Applicants are to attach a copy of photo identification (eg Driver's Licence) any current Public Liability Insurance (if I have it)documentation, which notes Pittwater Council as an interested party and relevant references pertaining to performances.
The maximum time for any performance is 3 hours and between the hours of 10.00am and 5.00pm daily. This may be split into three 1 hour blocks and at different locations.
Permit
Upon approval of the application and payment of the fee for the period specified, a permit will be issued which is to be held on the site and produced on request.
Busking Permit Conditions
Busking is only permissible at times and location as specified on the permit. Busking outside of these times and locations is prohibited.
Applicants are required to provide proof of identity. One of the following forms of identification will be accepted: Current Drivers Licence, Student identity/proof of age card or Current passport.
Applicants under the age of 16 years must provide proof of parental consent. Consent form must be lodged at time of application.
Permit must be held by the performer on the day/s of performances and produced when asked by Council Officers.
Costume, appearance and presentation must be of a standard deemed as acceptable.
Performances must at all times contain material suitable for a family audience. The use of offensive, threatening, abusive, racist or discriminatory language or gestures will not be tolerated.
A Busker shall not perform by means of a loud speaker or any form of sound amplification or by means of electricity amplified instruments.
No advertising or the endorsement of any product of any kind in conjunction with the performance.
Display structures must no be used. i.e. A frames.
Collection of money must be done in an acceptable manner. Members of the public must not be harassed. No soliciting of funds.
The area of the performance must be left in a clean state after each performance. Damage to any property or any excessive cleaning as a result of the act, may result in recovery of cleaning costs and/or permit being withdrawn.
The council shall not be under any liability to the busker in respect of any loss or damage to personal property or for any personal injury incurred during the performance.
The council shall not be under any liability to a member of the public for any personal injury that may be suffered, incurred or arise during the performance.
The use of dangerous implements or materials will not be accepted.
Must not cause obstruction to pedestrian access ways and/or entrances; interfere with dining areas or local business.
Must not sell or offer for sale, any article of merchandise.
Any violation of the conditions will invoke a warning and/or cancellation of permit.
Permits are non transferable or refundable.
A busker shall comply forthwith with any lawful direction given by the Police or a Council Office
