Land release projects

In 1991, land at Ingleside and Warriewood was identified by the NSW State Government for future land release.

In 1995, former Pittwater Council prepared the Ingleside Warriewood Urban Land Release Draft Planning Strategy, which identified significant environmental and infrastructure difficulties associated with the environmentally diverse areas of the escarpment and Ingleside. Ingleside continues to be an area of investigation, earmarked for future land release.


Warriewood Valley

In 1997, the NSW State Government announced the Warriewood Valley Urban Land Release Area, comprising 110 hectares of land with a preliminary projection of 1,510 new dwellings, five hectares of industrial/commercial land and associated community facilities and infrastructure.

In 2011 Council with the Department of Planning & Infrastructure commenced the Warriewood Valley Strategic Review. In June 2013 the Council resolved to adopt the Warriewood Valley Strategic Review Report 2012 following receipt of the then Director-General of Planning & Infrastructure's endorsement of the report. In December 2013, Pittwater Local Environmental Plan 1993 and Pittwater 21 Development Control Plan were amended, consistent with the recommendations of the adopted Warriewood Valley Strategic Review Report 2012.

For the majority of undeveloped designated residential sectors, the Warriewood Valley Strategic Review Report 2012 is the relevant planning strategy. For the lands not considered by the Strategic Review, including the Southern Buffer and designated employment generating sectors, the Warriewood Valley Planning Framework 2010 continued to apply to these lands. Council has now undertaken a review of these remaining undeveloped lands.

The Warriewood Valley Strategic Review Report, together with the Addendum Report, supersede the Warriewood Valley Planning Framework 2010, and are the planning strategies for the Warriewood Valley Release Area.



In November 2006, Council recommended the planning investigations for Ingleside following a request from the then Minister of Planning. A Preliminary Scoping Report for Ingleside was completed in September 2009 identifying a range of issues that required ‘whole of government’ participation and resolution to progress any release of land in Ingleside. 

On 18 February 2013 Council resolved to participate in a precinct planning process for Ingleside in partnership with the then Department of Planning & Infrastructure and UrbanGrowth NSW.
