Council Meeting - Update
The report on the Church Point Parking Demand Management Proposal went to Council on Tuesday 8 November with the following resolution:
8.5 CHURCH POINT PARKING DEMAND MANAGEMENT STRATEGY

147/16 RESOLVED D Persson
A. That Council endorse the recommendations detailed in the 31 October 2016 Church Point Parking Demand Management Strategy for consideration of the Northern Beaches Local Traffic Committee and subsequent implementation, subject to the revision of the parking arrangements for the Botham’s Beach carpark to being “8P, Church Point Permit excepted”.
B. That Council further:
a. Work with the NSW Government to seek more frequent ‘shuttle’ style bus services from Church Point to Mona Vale.
b. Consider seeking EOIs from car share providers to provide services for off-shore residents;
c. Consider traffic calming measures for local streets in consultation with residents; and
d. Explore and promote public transport, active and alternative transport measures in conjunction with the local Resident Associations, businesses, NSW Government and other stakeholders.
C. That Council review the arrangement of the leased spaces in the new Church Point carpark at its ten year life cycle point, in consideration of the project loan, asset renewal needs, demand management and other precinct and community needs.
D. That staff prepare for the elected Council concept designs and cost estimates for potential expansion of the Church Point Reserve Car Park by either a deck or land reclamation to be the subject of community engagement, in time to be considered as part of the 2018/19 Budget process.

As discussed at the Public Meeting on 29 October, we have prepared a Council Report detailing the recommendations in relation to the Church Point Parking. This report which will be considered by the Administrator at the Council meeting:

31 October 2016 update
The Community Meeting to discuss the Church Point Parking Demand Management Proposal was held on Saturday 29 October at 1pm. The meeting was chaired by Administrator Dick Persson AM, with General Manager Mark Ferguson and Deputy General Manager, Ben Taylor, and Executive Manager, Transport and Urban Andy Davies.
The notes from this meeting will be available shortly, together with questions and the respective responses that were submitted prior to the meeting.
October 2016 Information - Church Point Parking Demand Management Strategy
Northern Beaches Council is working with Church Point stakeholders to address current parking arrangements, safety concerns and difficulties experienced due to the high demand for car parking in the area.
At a Council Meeting held on Monday 7 December 2015, the proposal detailed in the Community Letter and Information Pack was supported in principle, as well as a decision to optimise the Church Point parking permit through availability of overnight parking within the two main car park areas.
We are now engaging with the community on the proposal detailed in the Community Letter and Information Pack, Local Street Concept Plan and Church Point Concept Plan and welcome your feedback.
Community Open House
Council staff held a community engagement session relating to the Church Point Parking Demand Management Proposal at the Bayview Yacht Racing Association on Wednesday 30 March 2016 between 5.30 - 8pm. A full summary of the engagement session has been prepared and can be viewed under Related Documents and Information.
A Church Point parking proposal will be presented the Administrator of Northern Beaches Council in August 2016.
The original project timeline was extended due to:
1. Telstra phone and internet connection disruptions.
2. The large number of submissions received (over 400), which require staff to review each submission in full and to consider and document all comments and suggestions.
Due to this, we will not be including the Church Point Parking Demand Management Proposal on the agenda for the Council Meeting on Monday 2 May 2016.
